The Indonesian Ambassador to the United Nations, Ambassador Hasan Kleib represented Indonesia in the public debate of a candidate for a member of the Human Rights Council in Geneva, Switzerland. The event was organized by the Amnesty International Institute (AI) and The International Service for Human Rights (ISHR).

The debate, which was represented by Ambassador Hasan Kleib, was a trial for candidates for the UN Human Rights Council for the period 2020-2022. Indonesia competes with Armenia, Brazil, Germany, Iraq, Japan, Libya, Marshall Islands, Mauritania, Republic of Moldova, the Netherlands, Poland, South Korea, Sudan and Venezuela for four seats on the UN Human Rights Council.

In the debate, Ambassador Hasan Kleib stressed that the full rights of Papuans had been guaranteed by the Constitution in Indonesia. That right is freedom of opinion and assembly, “both freedoms are guaranteed by the constitution. The incident of racism which then led to the demonstration has been resolved professionally by the security forces, “he said.

On this occasion Ambassador Hasan Kleib conveyed the results of the Indonesian Permanent Representative meeting at the United Nations in New York, Dian Triansyah Djani with UN Secretary General Antonio Guterres On 10 September 2019, where the United Nations supported the sovereignty and integrity of Indonesia’s territory and the issue of sovereignty was not a question for the United Nations. The status of Papua is final as part of Indonesia based on the 1962 New York Agreement, the 1969 Act of Free Choice and UN GA resolution 2504 (XXIV) 1969. The results of the referendum in Papua held in 1969 were approved by UN General Assembly resolution No. 2504/1969.

“In accordance with international law, the referendum has been legally carried out and final. Therefore, there will never be a referendum again, “he said. In addition, the UN is closely looking at the results of the development of the government of Indonesia in the era of President Joko Widodo in Papua which showed rapid progress.

Indonesia, which was the first country to become a member of the Human Rights Council in 2006, continues to strengthen its cooperation with the UN human rights mechanism. One of them was the visit of the Special Rapporteur on Human Rights in February 2018. Ambassador Hasan Kleib also explained a number of human rights advances in the country, including the challenges faced and the commitment and strategy in overcoming them. “As a candidate for a member of the Human Rights Council, Indonesia will continue to implement an inclusive approach and involve stakeholders. The Indonesian Constitution strictly regulates rights and freedoms, “he said.

Ambassador Hasan Kleib added, since 1998 and in conjunction with the reform agenda, Indonesia has implemented a five-year duration national action plan (ran) for human rights. In addition to the national level, policies for the promotion and protection of human rights are also realized through innovative policies with the establishment of various “human rights cities” in Indonesia. “We are not only aware of the challenges, but the government, as mandated by the constitution, continues to overcome these challenges, including working with countries and other global institutions,” he said.

While at the regional level, Indonesia is a partner that encourages human rights progress, such as in ASEAN and the OIC, and holds bilateral human rights dialogues with various parties such as Norway, Russia, Iran and the European Union.

Voting will be held on 16 October at the United Nations Headquarters in New York, United States. Voting for candidates of the UN Human Rights Council member for the period 2020-2022 was conducted in secret or secret ballot.

The statement made by Ambassador Hasan Kleib is expected to make the world community aware of the legality of the existence of Papua as an official and legal part of Indonesia. Tell the truth also hopes that Indonesia will win one of the upcoming members of the UN Human Rights Council.
